GENERAL REGULATIONS

 1. Your range identification badge must be worn visibly while on the property of the AGC.  Your range badge must not be loaned or transferred to another person at any time.

 2. It is strongly recommended that eye and ear protection be worn at all times while on AGC property.  You assume all responsibility for any injury that you incur by not wearing adequate eye and ear protection.

 3. All children anywhere on the property of the AGC must be supervised by an adult at all times.  Pets must be leashed at all times while on AGC property.

 4. Adult range badge holders are permitted to bring guest(s) but may have only one guest at a time on any firing line.  The badge holder must remain with, and supervise, their guest(s). A badge holder with guest(s) cannot shoot at the same time.  Badge holders are entitled to only one position on any firing line.  Badge holder is responsible to explain pertinent rules and regulations to their guest(s).  A guest(s) may not handle firearms without supervision. Club members without range badges, except junior club members, cannot be classified as guests.  Junior range badge holders, aged 13 to 18, are not permitted to have guests on any firing line. Non badge holding club members may shoot with their club once a year per discipline for training/qualification purposes.

 5. Junior range badge holders, having a "certificate of qualification" (NRA, Boy Scout, 4H, etc. & range orientation course), signed by a club official, and conforming to all federal, state and local firearm regulations, may use the range, for which they are qualified, without adult supervision.  A junior club member without a "certificate of qualification", may only handle firearms on the firing line when supervised by an adult who will be responsible for the junior's conduct.

 6. Alcoholic beverages are never permitted on or behind any firing line.  You are allowed to consume alcoholic beverages only after you have finished shooting for the day and have secured all your firearms in your vehicle — you may then consume alcoholic beverages only in moderation.  Alcoholic beverages cannot be consumed on the high power parking lot or the parking lot of the Barnes Range (100 yard range) parallel to Marriottsville Road.  Anyone whose behavior exhibits the influence of alcohol or drugs is not permitted on AGC property.

 7. Firing on all ranges, except pellet and trap ranges, Monday to Friday inclusive, will not be permitted prior to 8:00 a.m. or after 8:00 p.m. or dusk, whichever occurs first.  On Saturdays and Sundays, firing is not permitted prior to 10:00 a.m. or after 8:00 p.m. or dusk, whichever comes first. Organized firing on the Indoor Pellet range Monday through Sunday will be 8:00 a.m. to 11:00 p.m.  No handling of firearms is permitted on the firing line prior to the 8:00 a.m. or 10:00 a.m. starting times. Dusk will be determined by the range officer on duty.  Firing is prohibited on any single range if weather or other conditions prevent full visibility of that entire range from any single firing point.  Organized practice is permitted on the trap range until 9:00 p.m. on Wednesday evenings only. All ranges will be closed Christmas and New Year's Day.

 8. Firearms must be unloaded, without a live cartridge or fired case, cap or powder in the barrel, cylinder or magazine (including tubular magazines), and carried with the action open and/or the firearms encased, when not actively in use on the firing line. Open action indicators (safe firearm indicators) are mandatory in all firearms during cease fires or when moving uncased firearms to and from the firing line.

 9. Climbing any berm or impact area is prohibited at all times.

RESTRICTIONS ON ALL RANGES

 1.  On all firing lines all muzzles must be pointed DOWN RANGE at all times, including when casing and/or uncasing firearms, to prevent a round from leaving the range in the event of an accidental discharge.

 2. A mandatory cease-fire occurs on each half-hour and hour, or at any time on the command of a range officer.  Shooters should anticipate mandatory cease-fire times, or be prepared to unload their firearms when a cease-fire is called.  A cease-fire may also be called at any other time provided it is agreed to by all shooters on the firing line.  Before the all clear call, shooters must unload, empty the magazine, open cylinders and bolts, and lock their firearm actions open.  If the action does not remain open when the magazine is removed, you must place an indicator between the bolt and the chamber to show the firearm is safe.  The use of safety catches is not permitted in lieu of unloading the firearm. On the concrete pads firearms must not be handled in any way during a cease-fire.  Black powder shooters ONLY must be extended the courtesy to fire any round(s) that was in place when the cease-fire was called.  NO ONE MAY GO FORWARD OF THE FIRING LINE UNTIL THE "ALL CLEAR" HAS BEEN DECLARED.

 3. Any range may be closed to non-competitors during a scheduled, AGC sanctioned, event or match, by a simple majority vote of the trustees of the AGC. Ranges will not be closed during Hunter Sight-In.  Badge holders are encouraged not to bring shooting guests, other than those participating in Hunter Sight-In, to the Barnes Range (100 yard range) during Hunter Sight-In.

 4. Firing at bottles, cans, metal targets, rocks, or any rounded target which may deflect a bullet at any angle, is prohibited on all ranges.  Tracer and incendiary rounds are prohibited on all ranges.

 5. Your firing line number and target position number must correspond.  Angle firing at any other target is prohibited on any range except as authorized by the trustees.

 6. You may not fire strings on any range at a rate that precludes your being able to aim each shot.

 7. Quickdraw, "shooting from the leather", and other related combat shooting techniques are prohibited, except as permitted at specific AGC sanctioned events, or at such times as may be designated by a simple majority vote of the Board of Trustees.

 8. The firing of fully automatic firearms is prohibited except as permitted at such times and ranges as may be designated by a simple majority vote of the Board of Trustees.  Select fire firearms may be fired in semi-automatic mode only.

 9. Black powder shooters must follow the same rules as may apply to equivalent cartridge-fed firearm shooters.  Black powder may not be stored on the AGC property and may be carried into any building only in a sealed, safe container.  Black powder containers must be sealed on the firing line while firing is in progress.  Smoking is prohibited within 15 feet of a black powder shooter on the firing line.  A black powder firearm must be charged from a separate measure, not directly from a flask or powder horn.

Before loading caplock/flintlock firearms, the first time cap/ignition charge must be fired from the shoulder with the firearm aimed at the impact area.

 10. Firearms, loading components, ammunition, etc. cannot be stored on AGC property.  The only exception is properly secured shotgun shells for sale to trap shooters.

 11. For all ranges except permanent bench rest range, forward edge of concrete is the designated firing line. See separate bench rest rules. Firearms may not be loaded until muzzle is forward of the yellow line pointed at the impact area, except for rapid fire standing to prone rifle match or practice. Muzzleloaders shall be considered unloaded until flash pan is filled or percussion cap is installed.

SPECIFIC RANGE RESTRICTIONS

 1. The trap range is only for conventional trap shooting, firing a maximum powder load of 3 dram equivalent, a shot size of number 7½, 8 or 9, and carrying a maximum muzzle velocity of 1200 fps.  Firing slugs, rifles and pistols is prohibited.  If you notify the range officer, range badge holders and their guests may use personal traps or rent the portable traps. These traps may be positioned no closer to the trap house than the 16 yard line.  All shotgun shooting is restricted to firing from designated firing points down range and over trap houses.  No firing is permitted in front of the 16 yard line.  Only patterning of trap loads not to exceed 3 dram equivalent, a shot size of number 7½, 8 or 9 is permitted on the trap range. All loads not permitted on the trap range (turkey, duck, pheasant loads, etc.) must be patterned/shot on the Barnes range (100 yard range). No one may go forward until all trap fields are safe. All shotguns must be unloaded and actions opened before anyone goes down range (forward of the 16 yard line).

 2. The 200 yard (high power) range is for center fire rifles, rim fire rifles, and handguns, which are capable of having all rounds land in the impact area, using the frames stored in the butts, with a single target face per frame.  It is permissible to place/use your own non metallic target frame on the flat surface between the butts and the 200 yard bullet impact area. No rifle will be fired at any target which is positioned closer than 200 yards to the firing line.

The 50, 100, and 150 meter impact areas are for silhouette targets only (chicken, pig, turkey, ram), with silhouette or hunting type handguns, using paper silhouette targets.

Organized biathlon rifle shooting at 50 meters will be permitted only upon approval of the board of trustees.

An orange flag must be posted in the holder in front of the firing line to indicate that people are down range.  The last person returning from down range must return the flag to the firing line. During an organized AGC approved club or sanctioned event, use of flag is optional. During an organized AGC approved club or santioned event competitor may begin their preparation period before permitted starting times.

Never leave a firearm unattended on the firing line; do not tamper with target carriages; any questions and/or problems, see the range officer.

 3. The Barnes Range (100 yard range) is used for any type of AGC permitted firearms, black powder, rim fire, center fire, long guns and handguns which are capable of having all rounds land in the impact area FIRED AT PAPER OR SOFT PLASTIC TARGETS (NEWBOLD OR EQUIVALENT) AT THE PRESCRIBED HEIGHT FOR EACH POSITION (prone, Creedmore, sitting, kneeling, bench rest, and standing).  All rounds must land in the impact area regardless of the yardage fired.  You must provide your own non-metallic target frame, of the approved height, on this range. The positions to the left of the fluorescent poles are opened or closed at the discretion of the range officer.

 4. The permanent bench rest will be governed by rule #3 and is for bench rest shooting only. Everyone must be behind the red zone while line is hot.

 5. The pistol range is for handguns only, firing at a single paper or soft plastic target (Newbold or equivalent) centered within the target frame positioned at 25 yards or 50 yards only.  Target frames for air pistols only can be set up at 10 meters (33 feet) from firing line at positions #49 to #58 inclusive. Firing from any prone, or Creedmore position is prohibited on the pistol range. Target frames must be placed in their respective holders and not left lying on the ground.

 6. Indoor pellet range in Memorial Hall will be governed by rules posted at the pellet range. No centerfire. No rimfire. No BB's. Lead pellets only.

 7. On AGC bow range only field point arrows may be shot at AGC targets.

RULE ENFORCEMENT

 1. Trustees of the AGC, by approving these range rules, agree that these rules apply to all charter and associate clubs, their members and officers, their guests, and any event participants while on the property of the AGC. No one can deviate from these published rules without first obtaining permission from the board of trustees.

 2. Enforcement of these range rules is granted to the executive vice president, any member of the executive committee, all range officers, and any match director.  During an AGC sanctioned event, the match director has full authority over the event range, and the conduct of all participating shooters.  Infractions should be called to the attention of the offender by a fellow range badge holder, and, if not corrected, should be reported, along with the offender's range badge number, to any of the above individuals. AGC elected officials and AGC range officers on duty may suspend range badge privileges until reviewed by the executive committee and then the board of trustees.

 3. The executive committee of the AGC will review reported infraction(s), consider the nature of the infraction(s), the response of the offender(s), the prior infraction history of the offender(s), and any other pertinent testimony.  By simple majority vote of the executive committee, discipline may be imposed against the offender(s), ranging in severity from a verbal warning to permanent suspension of the offender(s) range badge.

 4. The trustees of the AGC may overrule, or modify, the action of the executive committee or club in any range rule infraction matter, by simple majority vote on a motion properly made, and seconded, at a regular AGC monthly meeting.

CLUB RESPONSIBILITIES FOR USE OF AGC FACILITIES

 1. Clubs are responsible to make sure doors and gates are closed and locked.

 2. Clubs also must make sure TV, lights, fans, heat, water, etc. are turned off.

 3. Any problem on the range and/or its facilities (electrical, mechanical, etc.) must be reported to the range officer and/or executive board member as soon as possible.

 4. Clubs which are negligent in adhering to responsibilities for use of AGC facilities are subject to fines and penalties to be determined by the Executive Board and can be modified by the AGC board of trustees.
